"There should be free access to all clinical trials in order to end selective reporting, according to a leading not-for-profit research network. The Cochrane Collaboration says the lack of laws forcing pharma-based researchers to publish findings from the clinical trials leads to “selective reporting” on investigational drug studies by companies. This sees the industry only publish positive data for its drugs and leave out negative results for fear of damaging a drug’s potential. But the Cochrane Collaboration, which publishes widely-respected data reviews and meta-analyses of available clinical trials, says this practice needs to end as it could be harming patients. Cochrane urges changes in policy and law to make it mandatory for researchers to publish all data after a 12-month period, and it calls for punitive measures to be taken against those who fail to comply...."

"Monday 3 October, at the #OpenDataLDN meet-up, organised by the Open Knowledge Foundation, I sat in a group led by Javiera Atenas, an academic at the University of Hertfordshire, on open educational resources (OER) and marvelled at the number of tools that existed to facilitate resource sharing. The event was organised as an opportunity to discuss ideas and developments around #opendata and open knowledge projects – ranging from open governance to data journalism....But just as I started to beam with pride at how open the sector was, Javiera put a spanner in the works: all these tools may exist but academics are not using them, and perhaps worse, HE management see little value in them. She explained that, counter-intuitively, academics were happier to share their research on the open web but when it came to teaching resources, their prevailing attitude is: "Hands off my PowerPoint!" ..."

"At the Innovation Estafette in Rotterdam on October 4th, the Dutch Government has announced two major data releases that will be forthcoming....First, the Ministry for Economic Affairs, Agriculture and Innovation announced the creation of a national database for satellite images that will be available to the public and entrepreneurs....[Second,] Minister Schultz van Haegen will provide full access for free to the government's 'base registry' of topographic data, maintained by the cadastre, starting January 1st, 2012. At the moment access to the full database costs 50.000 Euro....Minister Verhagen for Economic Affairs stressed the importance of open data for economic growth, and the Ministry is and will be stimulating other public sector bodies to release more data. "We can more often provide data freely. With that data smart entrepreneurs can create new markets and boost the economy." ..."

"The open access (OA) movement continues to add allies as the faculties of major universities, from which so much scholarship originates, join the cause. The latest addition to dozens of other higher education institutions with OA policies in place is Princeton University. The Faculty Advisory Committee on Policy of the Ivy League school unanimously agreed to a proposal recommended by the nine-member Ad-hoc Faculty Committee to study Open Access, set up in late 2010. Although details and procedures for implementing the policy have still to be worked out, the policy requires all faculty to ensure copies of their articles are available for public access. However, waivers can be granted in special cases, which may occur more often than OA proponents would desire as some publishers have begun to demand them as a condition for publication....One commentator urged Princeton to follow Harvard’s example in more than the wording of it OA policy and require an “immediate deposit” of articles. At present, Princeton does have a DataSpace (Dspace) system, and Karin Trainer, Princeton’s university librarian and a member of the Ad-hoc Committee, said that it was under investigation....Trainer did not expect much publisher resistance and was sorry to hear the rumor that Elsevier has been asking for waivers....[Quoting Trainer:] “We know publishers are facing hard times, but the current system simply cannot be sustained. The precipitous decline in library budgets around the country means current financial understandings with publishers are on a collision course. Publishers inevitably must find that income streams from libraries will decline.” ..."

"Scholars and readers worldwide will now have free access to newly published peer-reviewed articles and other scholarship produced by Bucknell University faculty members. Bucknell's faculty overwhelmingly approved a policy establishing open access at their Oct. 4 faculty meeting...."After considerable discussion and review of current approaches for broadening access to academic literature, Bucknell's Committee for Library and Information Resources and Committee on Instruction recommended that the faculty adopt open access as its default method for disseminating scholarly articles," said Param Bedi, vice president for Library and Information Technology....A 2010 survey by Library and Information Technology staff found that even Bucknell professors and students did not have access to a significant portion of articles authored by the University's own faculty. To provide open access, the University will publish scholarly articles online in Bucknell Digital Commons, an archive accessible to anyone with Internet access...."Bucknell authors will no longer be limited to subscriber-restricted audiences, increasing impact and influence. We look forward to a future of greater recognition and citation of our scholarly publications," said Heath Hansum, faculty member in the department of theatre and dance and chair of the Committee for Library and Information Resources at Bucknell...."

"On October 4, 2011, the faculty of Bucknell University approved an institutional policy on open access publishing. The policy reads as follows: 'The faculty of Bucknell University grant to Bucknell University limited use of their scholarly articles for the purpose of making these articles open access. Specifically, each faculty member grants Bucknell University a nonexclusive, paid-up, worldwide license for each of his or her scholarly articles for the purpose of making these articles openly accessible in an institutional repository, and grants Bucknell University permission to exercise all rights under copyright for this purpose, as well as to authorize other parties to do the same, provided that the articles are not sold for income or profit....Furthermore, the license granted to Bucknell University for an article will be automatically waived for any reason....' "
