Summary This chapter provides theoretical background for understanding why open access is necessary. Scholarly communication at present is a complex system characterized by expansion of capitalism into scholarly publishing and a process of rationalization that at times leads to irrational results in conflict with the basic goals or values of scholars. The increasing enclosure of knowledge and information through the concept of intellectual property is key in the process of commodification of resources once considered a classical public good as nonrivalrous and nonexcludable. Alternatives identified to date include the commons, cooperative approaches, open access and emerging new publishers such as libraries.

Chancellor Bernadette Gray-Little recently signed the Berlin Declaration on Open Access to Knowledge in the Science and Humanities (Berlin 9), which affirms that Kansas researchers’ findings are available to the public. "Not only are libraries facing the enormous challenges of collecting and preserving digital records, they also are exploring opportunities to share research through Open Access, a global movement to provide free access to research to anyone in the world with an Internet connection. Government already has recognized the importance of information sharing. In 2008, Congress passed into law the National Institutes of Health Public Access Policy to ensure that the public has access to the published results of NIH-funded research. The public can access journal articles from PubMed Central, a free archive of biomedical journal literature at the National Library of Medicine. "The Benefits to the Private Sector of Open Access to Higher Education and Scholarly Research report (PDF) and the Open Access Fees Report show the outcomes of research into the benefits of open access to commercial companies and findings from a consultation on the practicalities of paying for open access publication. Taken together, these present a major step towards releasing UK research to underpin the nation’s prospects for growth both now, via direct innovation, and into the future, via a more efficient and effective research infrastructure. Professor Martin Hall vice-chancellor at the University of Salford and chair of the OAIG says, “The report ‘Benefits to the Private Sector of Open Access to Higher Education and Scholarly Research’ shows how commercial companies would benefit from reduced costs, less time wasting, and shortened development cycles by having greater access to UK research outputs....Open access requires action by universities, funders and publishers to work together to make this happen. The OAIG has commissioned JISC Collections to produce an ‘Open Access Fees Report’ which consulted with these groups and other organisations on the arrangements whereby payment is made for open access publication....A new repositories resource pack is also being launched today to help universities take immediate action to support wider access to UK research, by ensuring that as much of their research output as possible is made openly available via their institutional repository. The resource pack brings together all the information and guidance that UK universities might need in taking the policy decisions and practical steps for this to happen...."

"2.1 From interviews with the principle stakeholders and from feedback at the workshop, it is clear that lack of awareness of funding for OA article processing charges and difficulties in accessing the funding are the main barriers in the UK to authors taking up this option. 2.2 Funders, other than those already actively engaged with this process, need to become involved by making funds readily available and by creating clear, consistent, implementable and unambiguous mandates. 2.3 The process of paying OA article-processing charges as part of indirect costs is not perceived to be efficient, effective or useful. Funders need to consider alternative approaches – such as those used by The Wellcome Trust or the British Heart Foundation, where clearly defined pots of money are made available – if they are to successfully fund, track and audit how and where their investment is being spent. A “one size fits all” model is not what is being proposed here; more that administrative rigour, clear process and transparency are necessary regardless of the size and profile of the funder. 2.4 Currently, because some authors do not have funding to publish or have not been made aware of how to obtain this funding, hybrid OA will remain a minority activity until such time as this situation is rectified. 2.5 It was not just publishers who made the case for change in this area. Librarians who were interviewed for this study argued that there is no scope for moving money around to other pots. They also stressed that universities have procedures in place to manage funds made available by the Wellcome Trust, so can be expected to manage other funds in a similar way....There needs to be a more joined-up approach between the Research Councils, other funders and individual HEIs in terms of the way funds for OA article-processing fees are communicated and made available and, based on the responses from librarians interviewed for this study, this should start by addressing practical, workflow issues and the idea of putting policy into practice. A forum for discussions on the practical implementation of OA funding should be formed. To increase awareness of the availability of funding for OA article-processing fees and to ensure that authors understand the process for claiming these funds, funders should revise the information provided on their websites and make clearer in proposal submission guidance and grant letters what process should be followed. Funders, HEIs and HEFCE need to consider how the author proposal submission process that incorporates TRAC could be amended to make clear that an author is requesting OA funding and to help develop an audit trail...."
